Modernising commissioning: increasing the role of charities, social enterprises, mutuals and cooperatives in public service delivery.

The Government wants to create and expand the use of civil society organisations (e.g. charities, social enterprises, mutuals and cooperatives) in delivering public services and bring about a more effective collaboration between them and the public sector.  This paper seeks views on how to reform all stages of the commissioning process at both local and national levels to ensure civil society organisations play an active part in public services.  The results of the consultation will inform a wider Public Service Reform White Paper to be published in 2011.

The Green Paper seeks views on the following questions:

  • In which public service areas could government create new opportunities for civil society organisations?
  • How can public service markets be made more accessible?
  • How could commissioners use assessments of social, environment and economic to inform their commissioning decisions?
  • How could civil society organisations support greater citizen and community involvement in all stages of commissioning?
